Job Description

Performs intermediate professional work in planning, designing, reviewing and monitoring the design and construction of stormwater, public works and public utilities facilities; does related work as required.  Work is performed under the general supervision of the County Engineer.


Job Responsibilities

Review of developer and County construction plans for various stormwater, transportation, public works and public utilities facilities; inspecting and monitoring construction sites for compliance with specifications and approved design drawings; maintaining files and records; preparing reports.

  • Coordinate and participates in technical and complex engineering assignments such as review of stormwater and stormwater management documents (for both quantity and quality), erosion and sediment control, BMPs, VSMP compliance, traffic control, roadway, water, wastewater, and public facility projects.
  • Review of construction plans for County, King George County Service Authority and development projects for compliance with standards, codes and ordinances.
  • Identifies, researches, and recommends project needs, plans, and scopes of work.
  • Provides periodic inspection of public and private projects; interprets contracts and resolves conflicts.
  • Negotiates contract changes as appropriate.
  • Provides responses to citizens, staff and other agency personnel concerning specific projects.
  • Prepares regulatory permit applications for stormwater, transportation, water and wastewater systems as required by local, federal and state agencies. Updates standards and specifications for public facility projects.
  • Familiarity with VDOT and public road construction. Ability to work with VDOT regarding transportation objectives for King George County, including long range transportation planning.
  • Performs related tasks as required.

Knowledge, Skill and Abilities

General knowledge of civil engineering design methods and practices with emphasis on stormwater; general knowledge of the techniques and methods of surveying and drafting (both manual and computer applications); general knowledge of the principles of mathematics relating to the civil engineering field; skill in the use of engineering computer applications; ability to design and review the design of public works and public utility projects; ability to establish and maintain effective working relationships with state and local officials, associates and the general public.


Physical Requirements

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires balancing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, and atmospheric conditions.


Additional Information

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in civil engineering or related field and 3 – 5 years of experience in designing and overseeing municipal projects, primarily stormwater projects.

SPECIAL REQUIREMENTS:

Possession of an appropriate driver's license valid in the Commonwealth of Virginia.  Possession of an Engineer-In-Training certification required, and possession of registration as a Professional Engineer in Virginia desirable.  Employee who does not hold PE designation must demonstrate ability and willingness to obtain license. Possession of a Dual Plan Reviewer Certification (Stormwater and Erosion and Sediment Control) through DEQ or willingness to become certified is required.
